A new project selection method using data envelopment analysis

Abstract

The project selection problem which arises when the decision maker should opt some proposals is an important part of project portfolio management. The selected subset should be established by taking account of some resource limitations. The primal project selection method under resource limitation treats each subset as a single composite project to be evaluated through an aggregate data envelopment analysis model. We show that taking such aggregate point of view, in some cases, may lead to improper selections. In order to cope with these situations, the current paper develops a new project selection method that carries out the selection based on individual evaluations by solving a linear programming model. Finally, the main results are elaborated by an illustrative example.
