How to foster constructive and efficient citizen participation is a critical issue globally as well as here in the Sultanate of Oman. In general, political participation between the public and government in the Sultanate of Oman is developing. However, in recent years, the government has been pursuing strategies to encourage citizen involvement. E-participation systems provide great support in connection with successful participation rates and by using blockchain technology in the system they can help to acquire better accountability through various standards. Currently, electronic systems are reliant on centralized servers that face challenges in terms of satisfying cyber security concerns. Blockchain technology contains a solution to this problem via its decentralised, immutable, and incorruptible nature. The main purpose of the proposed research is to design a new blockchain-based system that can deliver smart and quicker e-participation solutions. The contribution includes the academic and applied literature on the global blockchain 'revolution', and positions Oman as an early mover in this critical area. The study will follow a quantitative, experimental design using open source software to run controlled simulations using real data from national population data. The authors of the study expect that the project will result in the construction of a novel and innovative e-participation system. The beneficiaries of this research will include the government sector as well as the citizens of Oman.
