Open data revolution is an increasingly emerging data phenomenon that requires attention from both the data producers and users. Statistical theories to reconstruct existing methods so as to provide timely evidence and support scientific research and innovations, constantly require access to data. The data portals make an effort, though for the researchers, the primary data rather than synthesized data are required for modeling and model validation. Incidentally, to generate information and build evidence for informed policies, innovation paths and sustainable development, data are required. Whilst, for academic research, to access such data, many limitations have to be overcome under the pretext that the data are confidential. Can statistical frameworks be developed to optimize open data access with little or no hindrances? This study will explore this fundamental question.
