This study aimed to identify the reality of compulsory and free education in
the Sultanate of Oman in light of the fourth goal of Sustainable Development
Goals 2030 by tracing this reality in the fields of education (public school [basic,
post-basic, pre-school education], adult education and literacy, special education).
Moreover, it is intended to reveal the challenges the education system
faces and provide some proposed solutions to develop them. The study used a
random sample of 111 members of officials, decision-makers and specialists in
compulsory and free education. The study concluded that the reality of compulsory
and free education was "medium". The field related to (public school
education) came as the field that was the most interest in achieving compulsory
education in the Sultanate of Oman, while the field of (pre-school education)
came last. Statistical analysis of the challenge’s items showed that they ranged
between "high" and "low". With regard to development proposals, the study
indicated the importance of seeking to prepare a law on compulsory education,
and the trend towards compulsory pre-primary education and considering it
within the educational ladder. The study recommended the importance of integrating
legislation with regard to achieving compulsory education.
